Ptally vs Oracle Insbridge
How Ptally compares with Oracle Insurance Insbridge Enterprise Rating (formerly Insbridge Rating and Underwriting): architecture, how rates are built and changed, testing, deployment, AI and cost.
Oracle Insbridge suits carriers that already run it, have the IT team to host it, and have years of rating logic built in RateManager that works. Ptally suits insurers and MGAs that want a hosted rating engine with readable, tested models, a modern API, AI built into the workflow and no upfront cost. If you are weighing a move off Insbridge, the deciding question is usually whether the cost of migrating is lower than the cost of keeping a self-hosted legacy stack.
What Oracle Insbridge is
Oracle Insurance Insbridge Enterprise Rating, previously called Insbridge Rating and Underwriting (IBRU), is a rating, rules and underwriting system. Insbridge was part of Skywire Software, whose application business Oracle agreed to acquire in 2008. It has a long install base, particularly at US property and casualty carriers.
The system has two main parts:
- RateManager, the design environment where users manage product definitions and the rating and underwriting logic.
- SoftRater, the runtime engine that executes that logic, in transactional and batch modes.
Oracle's data sheet describes Insbridge as "designed for business users", with a codeless interface so that actuaries, product managers, underwriters and analysts can "create, test and deploy complex rating, rules and underwriting logic without programming expertise". It lists an impact analysis tool that shows the effect of a rate change on the book, versioning by channel and effective date, self-documenting audit of changes, "Where Used" and "Dependency" reports, a rating worksheet, and capacity to "process millions of transactions per hour".
Insbridge is installed software. Oracle's documentation for release 5.6.4 covers a Windows installation with Microsoft SQL Server databases, with SoftRater also available for Java application servers such as WebLogic, WebSphere and TomEE. SoftRater integrates through a SOAP web services interface or native Java and .NET interfaces, and returns Insbridge XML. We did not find a hosted or SaaS edition in Oracle's public material, or any published AI features. Oracle does not publish pricing.
What Ptally is
Ptally is an AI enabled insurance pricing platform for insurers and MGAs. A model is a readable JSON file of ordered steps: lookups, calculations, transforms, exclusions and referrals. Every change runs against the model's regression test suite and goes through draft, approval and publishing, with full version history. One engine serves a real-time JSON API, embedded quote forms, and chat and voice agents. Ptally has served over 50 million quotes, handles aggregator volume and covers any line of business in the UK, Europe and the US. It runs as a managed service, and the Enterprise plan adds an option to self-host in your own cloud.
Side by side
| Ptally | Oracle Insbridge | |
|---|---|---|
| What it is | AI enabled pricing platform and rating engine | Rating, rules and underwriting system (RateManager and SoftRater) |
| Typical user | Insurers and MGAs of any size | Typically established carriers, many in the US |
| Deployment | Managed by Ptally; self-host option on Enterprise | Installed and run by the customer on Windows or Java servers |
| How logic is built | JSON steps, edited in the dashboard or by an AI client | Codeless RateManager interface |
| Model format | Readable JSON file you can download, review and diff | Stored in RateManager's database |
| Testing | Regression test suite runs on every change | Impact analysis on the book; testing before deployment |
| Approvals and audit | Draft, approve, publish; every quote tied to a version | Versioning, self-documenting audit, dependency reports |
| Integration | Real-time JSON API, embedded forms, chat and voice | SOAP web services, Java and .NET interfaces, XML |
| AI | AI drafts and checks models; MCP server for Claude, ChatGPT and Cursor | None published |
| Upfront cost | None. No implementation fee | Not published; typically licence, infrastructure and implementation |
| Commercial model | Up to 1% of GWP, a flat fee per model, or Enterprise terms | Not published |
The key differences
Installed software versus a managed platform
With Insbridge, your team runs the servers, databases and upgrades. That gives full control, and some carriers want exactly that. It also means infrastructure, patching and upgrade projects sit with your IT team. Ptally is run for you by default. If you need it in your own environment, the Enterprise plan includes a self-host option.
How rating logic is stored and reviewed
Both products aim to let business users change rates without writing code. The difference is in what the model is. In Ptally the model is a single readable file of ordered steps with its tests included, so a change can be reviewed as a diff and run against every test before anyone approves it. That also makes models portable: you can download the file, and AI clients can read it.
Testing
Insbridge's impact analysis shows how a rate change affects the book, which is valuable for pricing decisions. Ptally adds a regression test suite to every model. Each test is a full quote with an expected result, and the suite runs on every change, so unintended movements are caught before release. The debug trace shows every input, lookup and formula for any quote.
Integration
Insbridge was designed around SOAP and XML integrations with policy systems, portals and CRM. Ptally offers a JSON API, embedded forms, chat and voice agents and an MCP server, which suit direct quote journeys, price comparison websites and AI assistants.
AI
We found no published AI features for Insbridge. In Ptally, AI extracts rate tables from documents, drafts models and checks them against worked examples, and Claude, ChatGPT or Cursor can work on draft models over MCP. Agents cannot publish. People approve every release.
When Oracle Insbridge is the better choice
- You already run Insbridge, it is stable, and your team knows RateManager well.
- You have many products and states built in it and no pressing reason to migrate.
- Your policy systems are tightly integrated with SoftRater's interfaces.
- You are committed to Oracle's wider insurance suite and want one vendor.
When Ptally is the better choice
- You want a hosted rating engine rather than servers and upgrades to run.
- You want readable models with tests on every change and a clear approval step.
- You are launching a new product or MGA and want it live without a licence or implementation project.
- You need JSON APIs, aggregator volume or AI clients working on your models.
- You want to pay as premium is written. On the Performance plan that is up to 1% of GWP.
Migrating from Insbridge
The safe way to move is to use the old engine's own results as tests. Run a large set of quotes through Insbridge, record the outputs, rebuild the logic as a Ptally model and run the tests until every one passes. Then run both engines in parallel before switching. Our guide to replacing a spreadsheet rater describes the same method step by step. Ptally's pricing experts can do the rebuild with no implementation fee.
